REEMPLOYED ANNUITANT OPPORTUNITIES 

The following information was provided by the Naval Criminal Investigative Service Deputy Assistant Director Human Capital Development:

Effective immediately, NCIS is executing an open, continuous search for reemployed annuitants. NCIS will consider submissions from any occupational series for any NCIS location, however, offers will only be made where actual requirements exist and in accordance with all applicable DoD and DON policies. PCS allowances will not be offered.

Specifically, we are looking for Special Agents (GS-1811s) with experience in the following areas: Counterintelligence Investigations, Counterintelligence Operations, Economic Crimes, and Cyber Investigations and Operations.

Non-special agent professional staff submissions will be considered, including Criminal Justice Information, Criminal Investigative Support, IT, Intelligence, and Cyber trained IT specialists and computer scientists at NCIS Headquarters in Quantico and field offices at Great Lakes, IL, Earle, NJ, Joint Base Anacostia-Bolling, Norfolk, VA, Camp Lejeune, NC, Jacksonville, FL, Camp Pendleton, CA, San Diego, CA, Bangor, WA, and Whidbey Island, WA.

The potential Special Agent (SA) positions are (please note that not all positions may be filled):
NCIS HQ
Desk Officer positions in the Crim, National Security, and Cyber Directorates
Recruiting/Hiring/Screening SAs at the Central, Northeast, Washington, Norfolk, Southeast, and Southwest Field Offices.
ATLANTIC OPERATIONS
Desk Officer EAD LANT Headquarters, Virginia Beach, VA
Crim and NSD positions in the following field offices:
Central, Northeast, Washington, Carolinas, and Southeast
CYBER OPERATIONS
Cyber SA positions in Washington DC, Norfolk, VA, and San Diego, CA
GLOBAL OPERATIONS
Desk Officer, Global Headquarters (Joint Base Anacostia Bolling, Wash DC)
PACIFIC OPERATIONS
Desk Officer, EAD PAC Headquarters (PT Loma, CA)

SA JOB DESCRIPTIONS
All SA positions are “roll up your sleeves” and perform required investigative, oversight, recruiting, hiring, screening, and desk officer “man/train/equip” work. Naturally, your experience will be helpful to the numerous less experienced personnel at NCIS offices, but you will not just be sitting in the office dispensing wisdom. You will be expected to perform the full spectrum of duties associated with your position.

Preference will be given to those with experience with electronic case management systems (such as CLEOC).

SA positions will be GS-1811-13 Step 5 with LEAP and Locality Pay for the assigned area. These will be three year Temporary Appointments which require annual renewal. PCS costs will not be paid. By policy, there must be a minimum 90 day break in service from your last day of Federal employment to the first day of employment as a reemployed annuitant. A miminum of one year break is preferred for former NCIS employees. Special Agent candidates must be under the age of 60 by expiration of the Temporary Appointment (no age waivers are feasible beyond age 60, per the OPM CSRS/FERS Retirement Handbook).

Professional staff positions vary in grade and series.

1) Cover letter stating your desired duty, occupational series, grade, and desired location(s)(rank order if more than one)

2) Current chronological resume

3) Retirement SF-50, and any subsequent SF-50s covering any other periods of Federal employment after your retirement

If you have previously submitted a package, your information remains on file and you only need resubmit any desired changes.

Resumes should be in chronological order listing your most recent experience first. Each listing should highlight specific duties relevant to the requested assignment and be sufficiently detailed that a non-expert can understand that you are qualified for the requested assignment.

In accordance with section 9902(h) of Title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of Title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
